When a server is running for training, it has "training", "qualifying" and a short 5 laps "race", but are these scheduled for a specific hour? I mean, the cycles do repeat themselves each f.e. hour, 45 mins, or is it random, depending on when the server was launched? I'm asking in case I want to meet someone for a quick race f.e. on a monday, or tuesday ...

The practice sessions start as soon as somebody connects on the server, and any session will end when the server is empty.

Are we allowed to use the training servers if we are not signed to the league?

Yes but only with one of the cars available in that series
