Looking at the times on hotlaps it appears that everyone is using a round 4 (RD_04) car.

Which is the same number of gears your car had at Phoenix, and will have at any other oval.
It's 6 for road courses only.

The filter is set correctly. Milwaukee was round 4 in real life and the cars are numbered accordingly. We don't do the races in the same order so the round number in game won't always match the order in our calendar.

Despite going below 23 seconds I feel am missing something I just can't get the car to be as I want it for the race unless it is painfully slow Having little time for practice is not going to help either

I wish I got even close to the 23s barrier.. Then again, I haven't had that much practice so far.

Just want to check... Is it acceptable to open my Phoenix setup in a text editor and change the vehicle filter from rd1 to rd4 so I can load it for Milwaukee as a baseline?

Rob, you can change your PLR file, find a row with "Relevant Setups Only" (it's in Game Options) and change it's value to 0. In that way you can open whatever setup which is in your AMS documents, regardless of car.

Cool! Thanks for the tip. Here's my setup if it helps anyone. I've made it go much quicker than my Phoenix setup (10th place in Phoenix). BUT more speed = less stable. The car's first 3-4 laps are twitchy on cold tyres. If you're not confident about making it though the first few laps, increase the LEFT FRONT AND LEFT REAR tyre pressures equally.

Please note that there is issue with the pit lane entrance. If you stay too close to the tire stack on the right AMS won't register your entry and cancel your stop.
The distance shown on the image below is the closest you can get without having your stop cancelled:
