Looks like the track is in Italy but I can't put a name on it. The small field of starters suggests a non-championship event, but then all the Italian tracks of the 1950s I can think of were not on GPL. Except maybe the Modena Aeroautodromo but then the building does not match the one from Modena Good one Alessio !

As far as I remember, Siracusa in GPL did have the tower. However, with the limitations and age of GPL models I suppose it would have been hard to model it very well.
